The objective of the project titled “Principal: a profession and a qualification, not a function” is the development of the specialist study program for education of principals in the educational system of the Republic of Croatia (preschool, primary, secondary as well as boarding school principals), whereupon learning outcomes in terms of their complexity and scope of the qualifications meet the 7th level of the Croatian qualifications framework, and are in accordance with standards of the partial qualifications. The program also presents the basis for assessing the quality of principals’ work, thus the objective is to develop a model and tools for monitoring and evaluation of principals’ work in the educational system.
